Yes, we have a problem. David has suggested a satisfactory and easy
to implement solution: continue considering filenames as byte
sequences, but allow a user-selectable mapping between the local
filename charset and the byte sequences stored in the repository.
Once again, it's an excellent idea, especially if somebody volunteers
to implement it.
