It's a simple thing to do that avoids stupid misstates.  But it
should ignore lines ending with: -- ratify readFile: bla bla.

The 'tab test' is currently "hard-coded" into the GNUmakefile.
Should we move it to a tests/policy file, and add the readFile
test there?
