I just wanted to provide an update on this for the archives.  It does
not fail about a patch not being found.  Instead it just applies the
(non-ignored) patch without mentioning anything about it depending on
another (ignored) patch.

This could be handled by either handling ignored patches at a higher
level, or maybe providing a mechanism for reading in the ignored
patches to see if there are any dependencies.  I'm not sure, but this
will have to be put on hold for a while.
