A missing _darcs/format should be fine and implies the default
repo format. I'm not sure what an empty _darcs/format file is
parsed as; it's supposed to contain some repo format
information.

This is strange.

There are no significant changes between 1.0.7pre1 and 1.0.7 as
far as I can tell.

I can't reproduce this bug. Since the Cygwin version is the only
darcs involved in the Send action, the bug seems to be related
to that version, and something with remote file transfer. I
think you should file a bug report on bugs.darcs.net.
