Hmm, maybe Max is right.

I guess you might be able to convince FAT32 to store
two files with the same nice name but different
underlying 8.3 names. Don't know about NTFS.

Anyway, as Max pointed out, most things on Windows would
behave badly even if you manage to do that, so it
doesn't sound to me like a workable solution.
