Hmm...in my version of mailman 2.1.9, there are spam filters, but they are
header regexp only. I'm not sure what regexp would match patch bundles (and
sometimes patch bundles are sent inline). Also, it's not at all clear to me
what takes precedence between the spam filters and non-member message
deferment. We currently hold all messages from non-members, so this match
would have to take precedence over that.
