[darcs-users] darcs patch: some cabal fixes for 2.2

Those are some minor cabal fixes for 2.2.
I had to disable haskeline on windows for two reasons:
1) On windows, even without haskeline, the "usual" prompt keys (home, end) work.
2) International character (the ones using AltGr) doesn't work with
haskeline on windows.

The pkg-config check for curl is disabled for windows too, as curl on
windows has no pkg-config.

I found two remaining bugs on Windows:
1) (critical) Ctrl+C at prompts no longer works.
2) (less critical) using Ctrl+C during patch retrieval works, but a
lot of errors about permission denied are shown on screen.

I'll look into both of them soon.
