[darcs-users] darcs patch: disable tests/issue1078_symlink.sh on Windows

On 2008-10-01, Zooko requested on #darcs that somebody apply this patch
for him (as he was having trouble getting darcs send to work on his
machine)

I'll be applying it straight to stable because I would like to have the
darcs 2.1.0 test suite passing on Windows if possible.
