Yeah: the longwindedness was just me trying to say
 (1) ok let's get rid of make_changelog in darcs.net
 (2) but I still want to use something like it

So I think would like to see a changelog-helper tool as related
software, part of the darcs ecosystem.  The idea is that I would
just use changelog-helper on the side and periodically send patches
updating the text file.
