Statically linked darcs should be trivial with the cabal version.

Let's see:

    $ cabal build --ghc-options='-optl-static -lcurl -lssl -lcrypto'

Done.

    $ ldd dist/build/darcs/darcs
        not a dynamic executable
            
Easy.
