[darcs-users] darcs patch: Do not recompute ChangeLogs from darcs 2.0.2 or before.

I noticed that building ChangeLogs was taking a very long time.

I'm not entirely sure if this is the right way to make this patch,
but I'll put it in stable in a day if nobody complains.
