I think yes, the -p flag, or --preserve-permissions

thartman at ubuntu:~/haskellInstalls/filestore-pt>tar --help | grep -F
'permissions'
                             permissions of extracted directories until the
end
      --no-same-permissions  apply the user's umask when extracting
permissions
  -p, --preserve-permissions, --same-permissions
                             extract information about file permissions

Also, I believe -x is not a flag, but a permissioning bit ;)
