I don't see a real difference between "need-info" and "chatting",
unless you have a reactor that automatically sets the issue to
"chatting" whenever somebody who isn't the owner[1] posts to it.

[1] Alternatively, somebody with "developer" role on the tracker.
But then cases where the developers actually disagree will not get
reset.
