Since there's an issue number, I presume there's a real issue with  
these "strange" names.

I use overly long patch names pretty frequently.  In one case it is  
because I don't have working text editor integration on Windows, so  
it is inconvenient to write a patch name with more than one line in  
it.  Also, as a matter of style I prefer paragraphs per line.  I  
think new-line characters should be used to indicate end-of-paragraph  
and your rendering/editing software should manage issues like line- 
wrapping and other such formatting questions according to the tastes  
of the current user.

I agree, please no.  I use lack of punctuation to indicate that the  
thing is a phrase instead of a sentence.
