Right. cabal-install does not consider dependencies on the Cabal
library, just like it does not yet consider deps on build-tools etc.
Currently it only handles build-depends.

One day it might do. In the mean time update your build instructions.

Note: do not add Cabal to the build-depends as a way to try to work
around this inconvenience.
