I would hope that most users are already running Darcs 2.0.0 or
higher.  You might start by asking your (the tahoe) mailing list
something along the lines of

    Is anyone still running darcs 1.x, and if so, why?
    Once everyone has upgraded to darcs 2.0.0 or higher, I can switch
    to the modern on-disk format and EVERYONE will get a speed boost.

This makes it clear that it's not so much Darcs that's slow, but the
darcs-1 backwards compatibility.
