Yes, in the sense that microsoft intentional programming environment did

Program is stored as a tree, and the IDE pretty prints it, the way you 
choose to. It can also do a lot more, like display constant bitmap files 
as thumbnails, translated strings in place, etc.

So there are no files either. Source code order goes away: if it does 
not matter in which order program elements are introduced, the IDE can 
sort them as you wish.
