[darcs-users] darcs patch: Remove unused bugs/bin/.

Why?  It was added by this patch:

      * improve existing-bug test suite driver.

        M ./GNUmakefile -9 +9
        A ./bugs/bin/
        A ./bugs/bin/darcs
        A ./bugs/shell_harness
        M ./tests/harness.sh -1 +1

And shell_harness has since been replaced by Distribution.ShellHarness.
And David's new test suite removes the files:
