[darcs-users] darcs patch: Test "darcs apply f" as well as "darcs apply <f".

This is actually a patch from David's branch, but I had to manually
transliterate it as there were many underlying changes to the
underlying test framework that meant I couldn't just pull it.

I also refactored it to just add a command to the existing file,
rather than having two whole tests that just differ by the
presence/absence of a <.
