[darcs-users] darcs patch: Add a rudimentary release script.

Hi,

this is mostly meant for Reinier. The script should mostly describe the process
I go through when preparing a release. There's still a bit of manual work left
in there apart from the actual management, but the script can be improved over
time. Near the end, it should give a summary of the relevant outputs of darcs
--version, which should be double-checked before actually letting the release
out of the door.

  This should automate most of the boring and (more importantly) error-prone work
  that needs to be done upon a darcs release. Work in progress.
