[darcs-users] Darcs 2.3 binary for Windows released

After updating ghc to 6.10.4 and hashed-storage to 3.8, every critical
bug on Windows seems disappeared, so it's time to release a new
binary!

You can find it here:
http://homepage.mac.com/kirby81_it/darcs/darcs-2.3.0-win1.zip

Its dependencies are stricter than the ones specified in 2.3.0 cabal
file, so I suggest everyone that has issues with a custom build of
2.3.0 on Windows to try this binary.
