Yes, we use the hackage HTTP library by default -- I guess it doesn't provide
proxy support out of the box. It would be nice if someone could look into this,
but I am currently a little stretched.

I have brushed up http://wiki.darcs.net/BuildingUnderWindows a little recently,
but I didn't yet have time to actually try it or make it work, so if you could
fix up that page, that'd be great. It may also make sense to move that content
somewhere else, since its discoverability is currently zilch.

PS: Anyway, the proper solution is to use Salvatore's darcs.exe -- it comes
with curl and the 2.3.0 binary is as good as 2.3.1 built from source AFAICT --
it should be built against latest hashed-storage.
