[darcs-users] let's whitelist test cases for direct push

Hi everyone (well, mostly committers),

I think we should whitelist new test cases for pushing without formal
review.  Modifications to test cases (beyond tweaks) should perhaps
still get looked at more carefully.

Please yell and throw things at me if that was bad!
