[darcs-users] darcs 2.8.4 - take 2

Hi,

After a bit of hassle with the text encoding code, I think darcs 2.8.4
is ready to go with the GHC 7.6 support.

I've also made a few other updates that have been requested:
- issue2292: support tar 0.4
- issue2283: get --tag pulls in too much
- constrain the haskeline dependency on ghc < 7.0
- (for developers): use changes -a in Setup.lhs

You can try it out from the usual place:
