I'm using that same version of Evolution (well, the flatpak version not
the native Fedora version) on Gnome and lowering windows with middle-
click works fine.

You didn't say what kind of window you were talking about so I created
a New Mail Message window and tried that and it worked.

Maybe a KDE thing?
