Sounds like a either a bug somewhere, or else a mismatch in
capabilities between KDE and Gnome. In other words, I don't think it's
intentional (unless it's KDE that intends it).
In Gnome, Evolution mail composing windows and preferences windows are
completely distinct and can be sent to the back or front independently.
