Hi,
I'd guess it's the above. Evo itself doesn't do anything special in
this regard, it's all gtk+. You can try to disabled the use of the
header bar, as the header bar "stays in the way of the title bar", but
I guess the other apps you tried also used the header bar. You can also
try gtk3-demo application, to check pure gtk3.
Anyway, if a bug is filled, I'd: a) rule out the header bar; b) fill it
against gtk3.
With the Preferences window, it is supposed to be above the window it
was opened from, as far as I know.
