I don't know what that means. Is the header bar the set of icons under
the drop-down menus? If not, what is it and how do I disable it?

I installed the gtk3-demo and it behaves the same way, i.e. it doesn't
let me push it to the back. Neither does Nautilus, which I don't
normally use, but Firefox does work as expected.
