AFAIK Evolution has no settings controlling this sort of thing, but
often this is determined by your desktop environment (DE). You don't
say which DE you use. Evolution is mainly regarded as part of Gnome but
can be used on other DEs (I use it under KDE/Plasma myself), so any
further information could be useful in tracking down the problem.

It would also be interesting to know if similar things happen on any
other apps in that DE. For example, do you use some form of session-
saving? If so, configuring a narrow window before saving your session
might have the effect of the change persisting. I've seen this
behaviour often.
