	Hi,
right, the Flatpak apps are separate from the host system as much as
possible. It also means there are runtimes used by the apps (shared
among them), which need to be installed too. They are sort of
duplicating the bits you've already installed in the system, but they
are in a more recent versions than your host system, thus it's for good
in the case of the Long Term Support distros.

When I connect to news.gmane.io:119 with STARTTLS, then the messages
show a Newsgroup headers (which I do not see in your screenshots, but
maybe you've it disabled in Edit->Preferences->Mail Preferences->
Headers tab), like:

    Newsgroups:	gmane.comp.gnome.evolution.devel

When I Ctrl+R on such message, the composer shows a "Post To" option,
instead of the "To"/"Cc"/"Bcc". The Newsgroups header is required to
have this working properly (you can check in the message source
(Ctrl+U), whether it's set on the message).

Creating a new message for such group is tricky. I know I said the NNTP
account doesn't need any Sending E-Mail "server", but it looks like
even the latest Evolution is confused when the NNTP account doesn't
have it. You might have set at least sendmail for the account, or any
fake SMTP, because the sending server will not be used there. As soon
as I select the NNTP account in the composer the view changes into
"Post To" option.

I'm sorry for the confusion. Re-configure the NNTP account again,
please, and this time choose the sending option to other than the
"None" type.
