[Evolution-users] Evo 3.48: Non-floating horizontal scroll in preview

I'm using Evolution 3.48 via flatpak on Ubuntu 20.04 (Gnome 3.36.8).
I've noticed something in this version and I think it might have been
true with 3.46 as well: if I am viewing an HTML email in preview mode
which both (a) too long to fit in the panel vertically and (b) too wide
to fit into the panel horizontally (for example it has a code example
with very long lines, in a <pre> block so it can't be wrapped), then:
I get the unfortunate behavior that the horizontal scroll bar is not
available to me until I scroll vertically all the way to the bottom of
the message and the scroll bar appears.
This means that to see the text chopped off on the right, I either have
to scroll to the bottom and move the horizontal scroll bar over, then
scroll back up, or I have to select the preview pane with my mouse so I
can use the arrow keys to scroll around the message.
I feel like in previous version of Evolution the horizontal scroll bar
was attached to the "outside" of the preview pane, not the "inside", so
that it was always visible, even if you didn't scroll down to the
bottom of the message.
PS. I'm aware of the way Gnome can "minimize" scroll bars and have them
only appear when the mouse is over them: this is definitely not that;
the scroll bar is not there at all until I scroll down, and trying to
select the bottom of the pane does nothing, then it appears when I
scroll to the bottom of the preview.
