I stand corrected - although it is happy here with 200, it does not
fetch the GAL afterwards.
I can hit refresh as many times as I want on the entry in the contacts,
it does not fetch the entries.

Opening the oab.xml URL in the browser with my credentials does result
in an:

<OAB>
<OAL id="8c395c69-c3a4-496d-9d00-110b74970e6d" dn="/" name="\Default Global Address List"> .... </OAL>
</OAB>

answer - so the server does at least have something on that resource.
