Hi,
when you open the mail account Properties->Receiving Options tab of the
EWS account, does it have set at the bottom to use the offline GAL,
please? The OAB URL is needed to have the option accessible, but even
with it the GAL is the "online address book" by default. If you have
it, then maybe you face:

A fix for that landed in evolution-ews 3.52.4.
For the password prompt you mentioned in the initial email, the failed
request only verifies whether the account can be accessed, and it does
that by peeking into your mail Inbox. It looks like the used
credentials in that first request are not exactly the same as those
used in the next request, like if something did not read them properly.
I guess you use the NTLM authentication method.
There was a bug about false GAL credential prompts, but I cannot find
it right now. It still applies, I think. I recall I faced it from time
to time, but very rarely, thus close to impossible to debug in my
environment.
