it is not fetching the entries, because it thinks nothing changed.

One of the ~/.cache/evolution/addressbook/<uid>/ directories contains
downloaded GAL (or not, as you do not see anything). If you do not mind
to download all your remote address books, simply move away the dir:


   mv ~/.cache/evolution/addressbook ~/.cache/evolution/addressbook.bak

and then `evolution --force-shutdown` and then start evolution, thus
the background processes know the remote address books local cache
changed and that it needs re-download (and the move invalidates file
handles, which is a big no-no for the background processes; we are
playing with the internal files here).

Maybe before you do this, right-click the GAL in the Contacts view and
in its Properties turn off download of the contact photos. It slows
things down significantly for large GAL-s.
