I already removed the cache twice before reporting it, did not help, it
will end with "Not modified" eventually again (using http/1) but still
there are no entries in the offline cached GAL shown.

Tried, does not help either.
One thing I've noticed - if I use http/2 and refresh the GAL with
offline caching enabled, it will "spin" about 30-60 seconds and will
always tell me that the authentication failed - with http/1 it will
just spin a second and that's it - no error in the GUI - strange
behavior ... I can't get a clear view on what is wrong with the GAL
caching and why http/1 vs http/2 does behave so differently + why would
the authentication fail just for the GAL caching backend and succeed
for tasks, calendar, mail (I can't exclude that the server may
misbehave here though ... ).
The only thing which did get my at least some of my entries back and
auto-completion back is to disable caching at all, removed the OAB URL
in the settings of the account and with the "online" lookup I get the
address book filled over time - that one works like expected.
