It's empty on mine as well.
You need to obtain an S/Mime certificate - it's not something you can
easily generate yourself: you should get one from a trusted
certification authority, unfortunately, it will mean spending money.
Once you get the certificate you will be able to import it into
Evolution.

This contains the SSL certificates of the mail server(s) you trust - I
think they are the certificates that you explicitly trust, rather than
trust through certificate signing - i.e. ones that aren't signed and
you get a pop-up that says "Do you trust this host"; if you click on
"yes", it will appear in that list. If all the mail servers you use
have properly signed certificates, then this tab will probably be
empty.
