	Hi,
I meant there is a system setting for toolbar icon sizes. Some desktop
environments expose it in their settings, some not. Where precisely
it's set I cannot tell, it comes from GtkSettings object, which the
desktop environments can save on different places. I agree, it can be a
gtk+ related option only. I do not know whether Cinnamon has it exposed
anywhere, probably not.

I just booted 3.54.3 (an older version than yours), and it does have
Edit->Preferences->Appearance->Toolbar Icon Size->Large, option, thus
yours should have too.
