To reiterate Milan's answers: package updates are provided by your
distro, so you should ask them. Also, building Evolution from source is
a complex multi-step process, not to be undertaken lightly. This is
because it has a lot of integration with the Gnome environment, parts
of which will need to be updated to make it work (even if you're using
Evolution with a different desktop such as KDE).
If your distro doesn't provide a recent update of Evo, there is the
option of using a Flatpak version, though this has some downsides as
well. (See the archive of this list for discussion.)
