I think (as Patrick said) the first port of call would be to find out
what and where the slow down is occurring. Try enabling IMAP debugging
- there will be a lot of output, but you can see if there are any
specific times when the download slows down.
But things to be aware of: anything that downloads whole messages will
take some time - things like filtering on the contents of a message
body; local spam filtering; synchronising mail locally - they all
require whole messages to be downloaded, not just the headers. There
are some check boxes under Receiving Options that affect how mail is
handled - try playing with those to see if it's better.
