When is the wastebasket supposed to empty?

I'd assumed (dangerous, I know) it would happen on closing Evolution,
or on reboot/restart, or perhaps according to the "Archiving" tab on
the folder properties (mine is set to delete after five days).

Imagine my surprise just now when I looked at the wastebasket and it
has over five hundred messages in it dating back eight months.
