Not quite. Before SMTP there was UUCP (Unix-to-Unix CoPy), which at
least at first used direct modem connections between machines. That's
why you'd sometimes have mail addresses given as "bang paths" (see
https://en.wikipedia.org/wiki/UUCP#Bang_path).
