does:

   gsettigs get org.gnome.evolution.shell file-chooser-folder

change after the file is saved? It should, and it should also survive
restarts, the same as the other settings stored in the GSettings
(usually backed by DConf), unless the GSettings saving is broken for
whatever reason.

If I'm not mistaken the last chosen directory is saved (and read back)
in (from) that GSettings key.
