No joke. Most ISP's dynamic addresses are in a blocklist. The vast
majority of major mail providers do not accept connections directly
from hosts on the end of cables. The reject notice should have said
which list caused your host to be rejected. Your ISP should provide
you with a mail relay to use to send your mail to first - in Exim terms
(and most other MTAs) it's called a smarthost.
This blocklist is an anti-spam measure since much spam originates from
machines sitting in someone's house that has been compromised.
If you want to know more look up 'Real-time Blackhole Lists (RBL)',
there's lots on the net about them and also services that you can check
to see which, if any, your host is on.
