I seem to remember that it once was, but many options were removed from
the UI to save on clutter. 

Part of the problem is also that it only applies when you view the
email in separate window - many (dare I say most) don't and use the
"preview" window to read emails where the option is confusing and
meaningless (since there is always a message selected) and you can't
"close" the preview window.
