It is already possible to tweak them with dconf-editor. From your
description, such an "about:config" would do the same as dconf-editor,
which seems a duplication of efforts and code.
A simple implementation of that "Access the hidden option" would be to
add a menu entry which spawned "dconf-editor /org/gnome/evolution"
It would be desirable that dconf-editor had an option for showing only
that subtree (so the opened instance would only change evolution
options). I don't see a way to do that right now. But that's a
(apparently simple) feature request for their developers if going this
route-editor.
