	Hi,
it sounds like that account has set "Always sign (and Always encrypt)
outgoing messages when using this account" option in the mail account
Properties->Security tab->"Pretty Good Privacy (OpenPGP)" section.

Also verify what you've set in the "Advanced Options" lower in the
section, the option "Send own public key in outgoing mails" and the
suboptions of it. These can "force" the PGP sign/encrypt too.
