[ibmz-ci-announce] New docker nodes

All,

We've deployed two new docker nodes running RHEL8 to replace the current
RHEL7 nodes. This migration was needed since the old nodes were on a
cluster that was being powered down. These new nodes now have 16G of RAM
and hopefully I/O is improved.

I know of one job that failed during the migration but I don't expect any
further jobs to fail. If you do encounter any issues, please let me know by
sending an email to ibm-z-ci-request at osuosl.org.
