[ibmz-ci-announce] Updated OSL Docker images and daemon

All,

I wanted to let you all know that we've updated to the latest Docker
daemon/client of 20.10 on all of our systems. We've also updated our wiki
[1] to include some instructions on how to use the system.

In addition, we've updated all of our docker images which now include the
following tags:

osuosl/debian-s390x:9
osuosl/debian-s390x:10
osuosl/debian-s390x:latest (points to osuosl/debian-s390x:10)
osuosl/debian-s390x:bullseye
osuosl/debian-s390x:unstable

osuosl/fedora-s390x:32
osuosl/fedora-s390x:33
osuosl/fedora-s390x:34
osuosl/fedora-s390x:latest (points to osuosl/fedora-s390x:34)

osuosl/ubuntu-s390x:16.04
osuosl/ubuntu-s390x:18.04
osuosl/ubuntu-s390x:20.04
osuosl/ubuntu-s390x:latest (points to osuosl/ubuntu-s390x:latest)

If any of you have any issues with these new images and the upgrade on the
docker daemon, please let us know.
