[Intel-wired-lan] [PATCH] igb: use the correct i210 register for EEMNGCTL

The i210 has two EEPROM access registers that are located in
non-standard offsets: EEARBC and EEMNGCTL. EEARBC was fixed previously
and EEMNGCTL should also be corrected.
