It seems like you could simplify this as follows:
if (!autoneg && (cap_speed & IXGBE_LINK_SPEED_10GB_FULL))
         speed = IXGBE_LINK_SPEED_10GB_FULL;
else
         speed = cap_speed & (IXGBE_LINK_SPEED_10GB_FULL |
IXGBE_LINK_SPEED_1GB_FULL);
